Heater control valve problems A common problem in the 4k is that the heater control valve either goes sour, or the connecting rod that controls the flap is disconnected or throughly un-lubed.

This has been covered earlier this year, and is in the archives on the quattro
list homepage http://coimbra.ans.net/quattro.html.  That said:
your 4kq center vents only blow outside air (i.e., not through the heater
core).  The other side vents go through the core before entering the car.
Thus, your core is still getting coolant heated by the engine.  The valve that
adjusts the amount of hot coolant entering the heater core is located under
the coil, and is controlled by a cable.  My guess is that it is sticky, and
the cable either needs adjustment, or the valve needs cleaning/lubrication (or
replacement).  You can disconnect the wire clip holding the cable to the
heater control valve and adjust it so that the lever on the valve moves
entirely to cold when the inside control lever is so adjusted.  The clip is
stiff and difficult to reattach; I used a pair of pliers.  You may need to
readjust this clip semiannually; in spring to allow full cold, and in fall to
allow full warm.

The heater core is in the cabin - inside the heater box under the dash.
The evaporator for the A/C is below the glovebox in the cabin.
The heater valve is in the rear of the engine bay.

There radiator and condenser are in the left front corner of the engine
bay... ;-)

I have this same problem... was wondering if this "core" (excuse my
mechanical illiteracy) is the one near the center back of the engine
compartment or the one under the passenger side dash?  Or is that one
called something else?

Whoo-boy... now I sound *really* dumb!

BTW, anyone want to tell me how to read the wiring diagrams in the
Bentley?  Ugh...

The core is attached to the two coolant pipes running out of the engine
compartment; the other thing under the passenger side dash is for the A/C. (in
the engine compartment, there should be an aluminum pipe leading to the A/C
thingy...from memory)
 Again, don't own a 4kq any more; the bentley should show a good diagram under
the A/C section.

The part I'm talking about that's sticking is the simple valve that cuts off
coolant flow.  Couple inches long, plastic, with an arm connected to a wire,
located under the coil within the coolant line leading to the firewall; return
coolant line beside it.  

If you think your heater core is leaking, an easy test is to wipe your finger
along the windshield where it's likely fogging up above the defroster vents,
and touch your finger to your tongue.  If the antifreeze coolant mixture is
leaking, your finger will taste sweet.  Remember that antifreeze is poisonous;
however, the slight amount on your finger is entirely harmless.  I've heard
that the heater cores do go after a while; never had to replace mine.  I
remember reading a post on replacement in the archives a while back, search
away.

There is a spring clip attaching the control cable to the valve.  The clip
acts as an adjustment.  If it secures the cable at the wrong spot the valve
will either not open or not close fully.  It doesn't have to be open very
far to result in hot air all the time.
